Techint Files Complaint Over Alleged Dumping in Vaca Muerta Project

The Argentine industrial group Techint is preparing a formal complaint against what it considers unfair competition practices. The issue stems from the import of Indian-made tubes, fabricated with Chinese steel, for the Vaca Muerta gas project, which the company claims constitutes dumping and harms local industry and employment.


The Techint group is reportedly considering filing a complaint with the government over alleged unfair competition practices. This follows the purchase of Indian-made tubes, fabricated with Chinese steel, by Southern Energy (SESA) for the Vaca Muerta gas export project. The company argues that for every direct job, four additional positions are created along the value chain, bringing the total employment impact to around 1,200 people. The primary objective of the complaint is to prevent significant damage to local production and associated employment, in a context where the national industry faces increasing pressure from what is considered unfair imports. Technically, the claim targets the Indian company Welspun, which sources its main raw material from China, a country repeatedly cited for dumping practices in the steel sector. Guillermo J. Tiscornia, the lawyer involved, stated that while such complaints are usually subject to specific bureaucratic requirements, the public significance of this case and the potential institutional seriousness would justify waiving such formalities. The last public warning was issued during the annual Propymes meeting, organized by the holding, where the issue was exposed in the presence of Senator and ruling party figure Patricia Bullrich. According to the information incorporated into the complaint, the formal submission to the authorities will be made by TenarisSiat, a Techint company that produces welded pipes at its plant in Valentín Alsina.
